Add CPC Private Mailing List To Form Submissions

Due to a problem between my keyboard and chair, I was not receiving notifications on the CPC regular member application form. This surfaced myself as a single point of failure on both the regular member form and the CPC travel form.

Previously we were unable to add arbitrary emails to form notifications, however now we can.

I'd like to add the cpc-private email list as a recipient of the notification when either of these forms receive a new submission. An example of this email is included below. This will ensure that the CPC is notified of new requests.

I am re-opening this issue. Google fails to send the email to the private mailing list. I have an open ticket with our IT department who is looking into the issue. At this point we are unsure if this is on the Google side or the Groups.io side.
