Unable to start PacketFence when at the last step in configurator on v14.1
PacketFence stopped at checking pfperl-api status right after restarting pfperl-api,
and halted, leaving haproxy-admin restart undone.
if manually refresh https://@pf_ip:1443/admin, PF stays on the same configurator page.
in previously version, it will take quite a long time before pfperl-api to get ready and then PacketFence will be ready.
and after a automatically redirection, configurator is gone and login page will pop up.
To Reproduce
prepare for a new Debian12 linux machine,
follow the suggest steps in installing PacketFence v14.1
go through the configurator when installation is done.
Screenshots
If applicable, add screenshots to help explain your problem.
Expected behavior
successfully pass the configurator and redirect to admin panel login
Desktop (please complete the following information):
OS: MacOS

but probably platform independent.
