Auto-Sync Across a List of Repos ?

I need all the "workflow labels" to be available across all projects/repos
so that I can follow the steps in the contributing guide https://github.com/dwyl/contributing

At present the code in this project is designed for one-off synching.
That's good as an MVP and certainly saves time. ⌛️
However, as soon as a new label is created, or the color/copy of an existing label is updated all the repos in the organisation need to be manually updated ... 😞

I propose that we update the code in this repo be updated to allow for auto-sync such that when the labels are updated in the "Source" repository in our case here the change(s) are automatically propagated to all the other "Target" repos.

@jackcarlisle would you consider getting this done once we've delivered AS? 🤔 😉
It will require a few minutes of "whiteboarding" ...
because it involves (Securely) Storing OAuth Tokens...

I'm currently looking at Github App. This might be a way to solve the sync problem as I'm pretty sure there is a way to update all the installations with new labels if the "labels" application is created as a Github App. I will update this issue as soon as I have a better idea about Github App on how they work in details.
